You probably already tried Spandex House, but that's the first thought that comes to mind. They have royal blue and tropical turquoise but not what I consider electric blue. Good luck and I'll keep my eyes out for you!
Call Spandex House. I was there on Saturday and I swear every bit of spandex in that store is electric!
